Opioid Settlement Funds

In August 2022, the Cumberland County Board of Commissioners approved the utilization of $800,000 to fund multi-year (two-years) pilot projects that align with evidence-based, high-impact strategies defined in the MOA. These strategies include:

  • Programs to support people in treatment and recovery
    • Recovery support services
    • Recovery housing

  • Re-entry services
  • Criminal justice diversion programs

The county is soliciting funding requests for funding through a formal competitive Request for Proposal process. T under the Vendor Self Service page (Proposal # RFP#23-16-PH OPIOID SETTLEMENT).

Submissions are due Thursday, December 8 at 2:00 p.m.
The county will hold virtual information workshops on Nov. 2 at 10:00 a.m. and Nov. 7 at 4:00 p.m. for interested agencies and organizations, and a video recording of that session will be posted for anyone unable to participate. Click here to apply.

In July 2021, Attorney General Josh Stein announced a historic $26 billion agreement that will help bring desperately needed help to communities harmed by the opioid epidemic. The state of North Carolina and all 100 counties, including Cumberland County, joined the agreement.

A Memorandum of Agreement (MOA) between the State and local government directs how opioid settlement funds are distributed in our state. These potential settlements and resolutions could bring as much as $850 million to North Carolina over an 18-year period to support state and local efforts to address the epidemic.

Cumberland County Government is estimated to receive $16,984,644 over an 18-year period (2022-2038). The City of Fayetteville is estimated to receive $1,994,964 during the same 18-year period.

Before spending settlement funds, every local county or municipality must first select which opioid mitigation strategies they would like to fund. Learn more about the mitigation strategies.
